fix: install latest bicep via CLI

Purpose

• This pull request adds support for the Azure CLI (with Bicep) to the development container configuration. The main change is the addition of the ghcr.io/devcontainers/features/azure-cli:1 feature, which ensures both the Azure CLI and the Bicep CLI are installed and up to date.

Development environment enhancements:

• Added the ghcr.io/devcontainers/features/azure-cli:1 feature to .devcontainer/devcontainer.json to install the latest versions of Azure CLI and Bicep CLI, and enabled Bicep installation.
