- Refactor Docker setup for MQTT service - Removed Dockerfile and setup script - Added health checks for Redis - Updated MQTT configuration to use volume for mosquitto.conf - Enhanced sql_ready.sh for better MySQL connection handling.

This update brings in some of the work done in the all-in-one docker image https://hub.docker.com/r/alexjunk/emoncms to make the docker image more complete but still keep the 3rd party services separate. This is larely to support the heatpumpmonitor.org dev env which needs to share some of those services like the DB and Redis.
