Capture Lakebase destroy/recreate prompt (#5052) and the fail-on-active-runs deleted-resource fix (#5044), call out the `jobs list` / `jobs list-runs` `--page-size` rename that came with the SDK-driven `--limit` flag, and attribute the Apps update-mask work to #5042 + #5051. Drop empty `Notable Changes` and `API Changes` sections and normalize trailing punctuation / blank lines. Co-authored-by: Isaac
