Proposal: Move hmalphettes to Emeritus

Situation

In the TSC escalation nodejs/TSC#1818 it was already noted that the Docker Working Group members including Hugues Malphettes (hmalphettes) were inactive.

As a result, the "Docker Working Group" was disbanded and the previous members of the "Docker Working Group Collaborators" were promoted to a new role "Docker Maintainers". This was implemented through PR #2383 which also caused a new empty README > Collaborators section to be created.

From the "Docker Working Group" membership list only Hugues Malphettes (hmalphettes) remained as a designated Collaborator and member of the GitHub nodejs/docker group.

PR #2455 proposes to populate the list of Collaborators with explicit user names.

The Collaborators README section now explicitly lists:

• Hugues Malphettes (hmalphettes)

Suggestion

Implementation of the proposal to move hmalphettes from Collaborator to Emeritus is understood to be the responsibility of (Docker) Maintainers according to the GOVERNANCE description of roles, which also describes that changes are proposed and approved via PR.

This issue therefore needs to be picked up by a maintainer.

This provides the basis to initiate a formal move from Collaborator to Emeritus
